Can’t add payment method

For some reason I can’t add a new payment method or get rid of my family payment method. When I am in the payment tab of settings I can see my family payment method, but the edit button at the top of the screen is greyed out, and there is no button that says “add new payment method”.

The “Add Payment Method” button button is grayed out and disabled. How can I add a new payment method? This is intentional to discourage adding of non-family members. It forces all to use one card.
