Apple Watch displaying red exclamation point
The initial step of double clicking the button to prompt the next steps isn't working. What can I do to fix this issue?

As the page says if the watch recovery doesn't start then you will need to send in the watch for a mail in repair.
Contact Apple Support to set up a mail-in repair if your Apple Watch continues to show a red exclamation point.
