If you were syncing Photos with iCloud, the photos aren't included in your backup. Check the Photos app and at iCloud.com/Photos using a browser to see if there is a Recently Deleted album.

If you permanently deleted the pictures or videos before you backed up your device then they will not be in the backup however if you did so afterwords, they will be in the backup.
