The "Show Floating Thumbnail" feature is selected but preview thumbnails still would not appear when I screenshot or screen record. How can I resolve this issue?

Try making changes and test and verify, then come back to your preferred setting once you have some control.
Shift Command 5>Options for each screenshots, videos.
I found turning off all "that" was way more workflow friendly...then I simply use Shift Command 4

I had this issue too. What helped me is changing "Save to" location. Weirdly it was set to "Messages" and after I set it to "Desktop" floating thumbnails started to show up as usual.
"Show Floating Thumbnail" feature not working (thumbnail previews do not show up).
