why is new reminder within my reminders app grayed out and wont work, i have all turned on?

Hello litoriaraniformis,

Are you attempting to make this reminder in a list, whether that be one of the built-in lists such as "Today", "Scheduled", etc..., or a personal list which you can make by tapping the "Add list" button in the lower-right corner of the Reminders app?

If not, could you try making a reminder in one of those and see if you're able to add one in there?

Testing that can help determine what may be happening.
