If you own an iPad which is on iOS 10.x.x, you own an extremely old iPad, which is now too old, too underpowered, no longer supported and simply not capable of being updated past iOS 10.3.5. If you need the newer iPadOS versions, then what you will need to do, is retire your obsolete iPad and buy a newer, more modern iPad.
