You can, however you would no longer have access to the content. What exactly are you attempting to do? If your phone is out of space, you need to remove content from the device, but not all of it. If you go to Settings>General>iPhone Storage, you will see a Recommendations section. That will show you some things you can remove the give you back some space on the device.
