How can a returned company owned phone be unlocked? The now ex-employee has their apple ID connected and is unable to be contacted to remove it. The phone is over two years old. How can this phone be reset without an Apple ID?

If the company is the original owner, have a designated representative contact Apple. Apple can remove the ID if provided the required paperwork to include the original purchase receipt with the serial number on it.

IF the device is registered in Apple Business Manager, you can call Apple Enterprise Support and tell them the issue and serial number and they will send you an unlock code.
It cannot. That’s why it’s best to use a MDM for your company or include contractural language mandating that company owned resources be returned unlocked.
