Firs of all, to get Siri to answer (or decline) calls, you need a pair of supported earphones, usually from Apple or Beats.

Then, you can try to follow the instruction posted in this YouTube video:

Actually we have tried the same thing on 2 other phones and it works without headphones. My dad is blind and we are trying to find a way for him to make & receive calls by voice command. I know that Siri is unable to end a call but it should answer. Thanks for your feedback!
