Photos not syncing photos from iCloud

Last week my photos stopped syncing from my phone to my Photos library on my Mac. I have checked that the photos are on iCloud. The problem seems to be between iCloud and Photos. I did run out of iCloud space but cleared up several GB of space and I no longer got the message that it was full and iCloud has the photos so I know it's not a storage problem. But, I can't get Photos to start syncing again. It does sync from Photos to iCloud (recently deleted photos in Photos show up in iCloud and on my phone). It just doesn't do the reverse. In Photos, it says "Last Updated June 21". So, my question is what I can do to force it to try and re-sync. I'm at a loss. All my software is up to date.

Hi

Since syncs will go from your mac to your phone it shows that iCloud is set up correctly. So the only other item to check is how much free space is on your mac.

Your mac will stop downloading when it starts to get low on space. This is to protect the minimum space needed for your mac to run Macos. Some here have reported that downloads stop when space gets below about 20GB.

How much free space do you have on your Mac?

If you still have plenty of free space, then he only thing then I can suggest to try is to restart your mac in safe mode then start normally and try again.

Safe mode will clear temporary files and caches, and sometimes fixes odd glitches such as this.

Are you running any third party security software, such as anti virus, or firewall. Have you installed any third party cloud sync software (such as google drive). If so try disabling them all.

Also try safe mode again, but see if it will sync while in safe mode.

How are you connecting to the internet. It might not sync if you are using a phone hotspot.

I do not have any third party software running. I did have DropBox running, but turned that syncing off for now. I tried safe mode again with no luck. I am using my home wifi which is fast.

Thanks. I have 4TB free on my MacBook so space isn't an issue. I tried booting up in Safe Mode and it didn't reset the Photos. I'm still stuck where I was.
