You don’t. You can transfer music from your computer to your phone, but not the other way round.

If it was already matched or uploaded then form a different computer through iTunes Match, then yes, you should be able to get it back.

On the new Mac, in the Music app, go to the Music Menu->Preferences->General, and make sure Sync Library is turned on.

If the music came from the iTunes Store, you can re-download it using your computer at no charge.

If it didn’t the only way it could get on the phone in the first place is to be synced to it from a computer, in which case it should still be in your music library.

What happened that this isn’t the case?

I have about 15 years of music in the Apple Music cloud. All of it is available on my iPhone 13 Pro, which is only a few weeks old. I noticed that the only music on my MacBook Pro is the stuff I loaded in from CD’s over the past year and the music I bought from iTunes. I would think I can get all my music onto my laptop if it has been sinced to the cloud using iTunes Match, but I can’t.
