Simply signing-in with your AppleID, from iPad settings, allows your iPad to access your iCloud storage using the Files App. When you are signed-in, your name appears at top-left in iPad Settings:
Settings > [Your Name / AppleID]
From here you can access and modify your iCloud settings.
You can also access many elements of iCloud from other computers with a web browser:
