i bought this I phone 12 mini and the guy iCloud was locked I bought it off fb market when I purchased it he took off

The disappearing seller is typical for what can be fraudulent sales; of lost or stolen devices.
Your options are to contact FB, and local police.
I’d not expect a refund.
Apple is not going to get involved here, and will not unlock the device.
Reports of apparently-fraudulent sales from sellers using online websites have been posted around here.
