Do you mean Apple Cash or Apple Card MasterCard? Apple Pay is a means of paying for purchases with a credit or debit card. Apple Pay does not have cash in it and there is nothing to transfer.
Apple Card MasterCard does not permit Cash Advance and money cannot be transferred out of your account.
