Apple Watch gps + cellular model

So I’m confused about the gps + cellular model I know it can take calls and messages without the use of an iPhone if it’s connected to my service but what I want to know is if I get the base model can I still take calls and messages and listen to music and all that as long as it’s connected with my phone.

Apple Watch gps model I’m thinking Of buying the Apple Watch gps model series 3 and wondered if you can make phone calls or make texts using the watch if your phone is in your pocket when you are out and about without WiFi if that makes sense? I know that the gps + cellular you can but wondered if the gps you can as well? I understand that the cellular one you have to have connected to the network provider as well and can use it with the phone being out but that Watch is out of my price range TIA
