If you used iCloud on your lost phone then you go to the website iCloud.com. You will see your photos there. If you kept the photos locally (i.e. didn't upload them to a cloud service) then I'm afraid you've lost them.

If you have the photos online in the iCloud then you can download them. This is explained in this article:
