swipe function is not working

Do a forced restart: Press and quickly release the volume up button then quickly press and release the volume down button then quickly press and hold the side button, ignore the off slider, wait for the Apple logo then release the side button. Emphasis on quickly in all steps.

I would need to see a screenshot and know what you are in when you see the 3 dots.
