iPad Pro only charging with higher wattage charger?

After a while my iPad pro 12" started having trouble charging. I thought it was a connector problem since some cords seemed to not charge and others did. But after a while the only cords that worked were connected to higher power / higher wattage chargers/adapters. I recently got a 60w power adapter and I've found that the cords I'd previously had no luck with are charging it just fine.

Is there some kind of USB-C port degradation that makes the port unable to transmit lower power? Is there a fix for this?

Your iPad should reliably charge when connected to a Power Adapter rated at 12W or greater - although for optimum charging, your iPad Pro requires a USB-C/USB-PD Power Adapter rated at 20W.

Be aware that USB-C cables (indeed any USB cable) are not ubiquitous - but are manufactured to different specifications. When purchasing a USB-C cable, ensure that it is (a) Certified, and (b) is adequately rated for your intended charging.
