You cannot purchase storage to increase the storage on an iPhone. All you can do is purchase iCloud storage. See this for an explanation of the difference between the two. What's the difference between device storage and iCloud storage? - Apple Support
If you need more device storage, you will need to delete some content from the iPhone.
