my iPhone X won't power-off

My iPhone X won't power-off using the side buttons. Most apps don't work. How do I force a restart?

For iPhone X, press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the side button. When the Apple logo appears, release the button.
