Can't get connected after recharging mouse.

Is this one of the old ones, with batteries, or one that charges with the Lightning cable?
If the latter, just connect it to your mac using the Lightning cable and it will pair.
If the former, use the Bluetooth menu.

It shouldn't lose connection while charging.
System Preferences > Bluetooth Either connect it or add it as needed.
Can't do that without a mouse.
