iCloud tabs issue on ipad

My ipad (software os 15.5) cannot seem to pick up the icloud tabs on my iphone 12 (software 15.5). I did not have this problem before the latest update. Does anyone know how to fix it? I’ve already tried restarting my device and logging out and back in on both devices after that did not work. My phone has nonproblem picking up my ipad tabs, it’s only my ipad that is having trouble picking up the tabs of my iphone.
