Apple pay verify identity

So I don’t have a picture Id or driver’s license cause I’m 15 and I can’t use Apple Pay without it so what do I do?

If you're under 18 you can only use Apple Cash as part of a family. Set up and use Apple Cash Family - Apple Support

Apple Pay verification It says in order to request or pay any money for my Apple Pay account I have to verify my drivers license or ID but I am 15 and I don’t have one of them yet. I looked it up online and it said you’ll need verification for $500 or more but I am not sending that large amount of payment so I shouldn’t need to verifi my identity. How do I fix this?
