can’t icloud storage be used as the device storage?
is there not a way for me to use icloud storage instead of iphone storage?

iCloud is primarily a syncing service but it can potentially reduce the storage needed on an iPhone by using the Optimize Storage option of iCloud Photos (see: Set up and use iCloud Photos - Apple Support ) and by other things described in How to check the storage on your iPhone, iPad, and iPod touch - Apple Support
