If I do the Reinstall MacOS process From macOS Recovery will it delete any of my photos and other personal data from the computer?

It will if you erase the volume first using Disk Utility. It shouldn't if you do a basic reinstall. A backup should be just in case, because there's always the risk of the installation being corrupted and you lose all data.

Not unless a problem occurs. Back it up first; if needed, use the Disk Utility's Image or Restore function.
