How can I get a refund on a purchase from Apple?

How can I get a refund on a purchase from apple ?? I try to pay my phone bill . The 70 dollars went through but it didn’t go on to my bill. Said that it declined because the addresses didn’t match up and then all of a sudden it said approved . I need my money back so I can pay my phone bill
