I want to create new Apple ID in my phone

Create a new ID (if necessary)on another Apple device/computer and sign into iCloud using the same Apple ID on another Apple device/computer. You should then be able to sign in.

You will have have to use one of the existing Apple ID accounts created, and can create no more on that iPhone.
