My AirPods are connected with an unknown iCloud. How to disconnect from it?

Activation Lock is designed to prevent anyone else from using an Apple device if it's ever lost or stolen.

Activation Lock is an anti-theft feature that cannot be bypassed. Only the previous owner can remove the lock by using their Apple ID & password. Apple will not help you find the previous owner. Try to get a refund (through eBay).

Fixing the Apple ID:

Who's the seller? If it is Apple, then they may be. returned item that was never disassociated from the original buyer's Apple ID.

A Glitch in Apple's Device Database?

I would contact Apple Support, asking them if there is a glitch in their user database. You should not be getting this message, if they have already been repaired. If these are used, then that may be why this is occurring.
