You can set a Live Photo as wallpaper on all iPhone models except iPhone SE. You can play the Live Photo on your Lock Screen, but not on your Home Screen.

I've never tried it, but see what happens when you set an animated gif image as the background.
Can you explain how because when I go to set it as my Lock Screen the option won’t appear and if I hold the screen down it never plays
