Hello I found a lost phone locked with owner how can I return it to its owner?

almost it's about a month and not getting any action, it's possible apple team to email the owner if i send the IMEI of iPhone?
Give the owner a chance to find it.
There's no way for YOU to track him/her down.
The best way to do this is to keep in turned-on and in a location where it has a good signal.
Keep it charged-up if reasonable to do so.
The owner may place a "lost" message on the screen w/ instructions on how to return it to him/her.
If nothing happens after a week, give it to the most appropriate lost-and found; or the police if it was in a public area.

Edited to add: Unfortunately I tried calling the number, none of the 4 options presented seemed really applicable to "finding somebody else's phone"
(I also didn't try pressing "0" or picking one of the 4x options)
