App limits turning off

We have the same issue. My son SWEARS he's not turning them off but they seem to disappear regularly. So, I took his iPod yesterday. It's been in my possession all day. I have checked the settings dozens of times and *just now* the App Limits are toggled off. What a worthless feature.
