As above, it is a scam. It is a scam 100% of the time, no exceptions. Close the offending page and avoid sites that are involved in such bogus advertising tactics. Never download anything based on a popup message.

It is not an email or text. When I try and open a link to read the news a window pops up saying that my phone is being hacked and it directs me to download this app from the App Store. Safari is saying that is stopped 31 people from trying to get my IP address?
Restart the phone to see if that gets rid of the pop-up. Don't download anything!
