homepod speaking volume

Every single day I ask Siri (HomePod) to speak at 60% and that works usually for the day, but doesn't last into the next day- in other words, I must do that every day. If I don't, the speaking volume goes down so low that I can't hear it at all. Is there a way to fix this?
