I have the 2TB plan and I have more than 8.000 photos, the problem here is that in my storage it appears that photos use 4GB, why does this happens if the have to be on iCloud?!

Photos synced to iCloud remain on your device. You can optimize storage on device at Settings > Photos

Yes. Should space become necessary your device will offload full-resolution images and replace those with lower-resolution images on your device.
