One Apple ID in two iPhones

I use one apple ID in two iPhones. I did not save my photos and everything in iCloud

now I want to reset one of my iPhones. Is it going to reset my other iPhone as well?

iPhone 13 Pro Max, iOS 15

It shouldn't reset the other phone. Resetting one phone is independent of the Apple ID used on the phone.
