Changing country/region

I have recently moved countries, yet after trying many times to change my region, it still does not allow me to purchase local apps. I have searched and have waited for my iTunes to expire, yet I still can’t change it. The only other thing I can think of is that I’m still using my Australian bank account. Is this the problem? I will be getting a local bank account next week, hopefully this will work, any insight would be most appreciated.
