Locked out of account and can not sign back in even though I have password

I'm trying to update password in my settings so I can use phone. It keeps saying locked out and I've had to reset my password at least 10 or more times. But after resetting my password i try to sign in and it goes right back to account locked. I try to sign out and it still makes me use password and then tells me it's locked and asks me to reset my password. I'm going in circles and about to break my phone and lose my mind. Help please
