Is there a backup for iCloud?
If I delete my photos from my phone and from the deleted items and I can’t find them on my iCloud is there a way to restore it? Is there a backup for iCloud?

Photos you sync to the cloud isn't part of the backup What does iCloud back up? - Apple Support
