I have a physical dual iPhone 13 pro max, bought it from Singapore.

It has two dual physical sim options rather than an e-sim.

So, will I be able to use the e-sim feature of the cellular Apple watch with that iPhone?

Yes. The type of SIM used on the iPhone has nothing to do with the Apple Watch eSIM.
