My IPhone is set to silence unknown calls, but they still ring on my iPad. How do I get the calls to be silenced on my iPad (no cell service, just linked to my phone) as well as my phone? I silence spam and unknown callers on my phone, which works fine, but my iPad still rings.

Apple support has an article online (link below) about the settings for allowing iPhone calls to ring on iPad.
You might want to check out the particular settings ...
(ie: see if you can turn off the unwanted calls similar to the way they are turned on.)
