Missing iCloud videos

If you purchased/loaded the videos using the other ID, they won't show in iCloud when using a different Apple ID. You might be able to recover them by signing into the other ID, but then the videos associated with the other wouldn't show.

Troubleshooting iCloud Photos:

They may just be inaccessible from iCloud. So, download them all. Either:

A. Get them Directly form iCloud: Use this Link: https://www.icloud.com/photos

or...
