Program Enrollment pending

I have a problem with the developer account. I have paid 99$ for enrollment program. then I have uploaded an identity card but until now there has been no response from Apple.

Please help me to solve this problem

I have a problem with my account I face a problem when i create an Apple account for developers... a message appears containing "Sorry, you can’t enroll at this time." I want to know what is the problem?? it's about my account or what?
