I have iphone 8 and itunes on PC where all my playlists show....but after recent ios update, all playlists disappeared from my iphone. There is no iCloud library option in settings on the phone. How do i reload the playlists from PC to iphone?

I don't have Apple Music subscription. All the music in my library is from my personal CD collection as well as itunes purchases.
