"Apps are Disabled" Message:
Please provide a screenshot of this message. It is interesting that a message would say that "apps are disabled". It is your Apple ID that is "disabled" --not your "apps". Important: Leave personal information off of these forums, by covering personal information (i.e. phone numbers and eMails) off of the screenshot, by modifying them in the Photos app.

Why Accounts Become Disabled:
When your iTunes Account has been disabled, that often happens due to suspicious activity --- Perhaps nothing on your part. They disable it for no more than Security & Privacy concerns.
