Family Sharing

I have set up family sharing with my wife… I am the organizer and she is the adult member. She has responded with her Apple ID. I only want to share the Apple TV App with. All seemed to go well, however the Apple TV App on her iPad is still not sharing and wants her to get her own subscription!

We've checked and rechecked to no avail. Help!
