Top bar missing, and I am locked out of applications

When I shut down my Mac and open it up again, the top bar is missing, and I am unable to use Finder or type in applications like Safari or Word.

When I am trying to open the applications tab in Finder, the application window ( with all the apps )appears for almost a second and then instantly disappear. I can't go in it and open any of the apps for this short time.

Flashing finder and unable to open apps When I start up my mac I see a flashing sign that says “last time you opened finder it unexpectedly quit while reopening. Do you want to try to reopen its windows again?” But when I try to click either don’t reopen or reopen it won’t let me and just keeps flashing. The top menu bar of my dashboard also keeps flashing. I have restarted my computer and even relaunched the hardware disk and the issue isn’t fixed. What can I do? All of my other applications quit immediately when I try to open them.

Menu bar not showing and finder not responding Hi, I have a 2017 15' Macbook Pro and the top bar is not showing and the finder feels like it's "unselected" and greyed out all the time. I need to press cmd + click to select something in the finder and any opened app really. I've tried to restart Finder or SystemUi with no luck. Fortunately it's not doing this in Safe Mode. Any help ? Thanks

command-option-escape to force quit any open applications.

Note if you have an external display connected, the menubar may be stuck on that display. Limit yourself to the built-in display of the computer or one display if attached on a desktop
