Can I transfer my passwords to a new device

If Keychain is already set up in Settings, your name, iCloud then when you set up your new device using the same Apple ID, all your passwords will be available there too.

Add to LD150’s answer: You need 2 factor authentication enabled on your Apple ID to sync passwords to iCloud.
