FaceTime on ipad

I’m looking to buy my elderly mother a 10.2” iPad so that we can FaceTime her to talk to her. Can we FaceTime with an ipad that is on Wi-Fi that is not on a cellular plan? Or does it need to be assigned a line on my cellular plan in order to FaceTime with her?

FaceTime can work on Wi-Fi only on non cellular devices. There's no need to get a cellular plan to FaceTime on an iPad no.
