Why aren't iMovie soundtracks available for MacOS?
Why aren't iMovie soundtracks available for MacOS? They are only offered on iOS. Apple, please explain

That's the decision that Apple made. We are customers here just like you and have no input into Apple's decisions or the reasons for them.
However, several of the soundtracks are available in Mac iMovie in the Sound Effects library in the media sidebar. Open the Sound Effects library and scroll all the way to the bottom and the tracks should be there.
There are also many Jingles (song snippets) available if you scroll upward from the bottom.
