Why does Apple not give an option to download IOS user guides in their entirety?

That is correct. Apple has stopped making a pdf version of the User Guide because they update each time there is an iOS update. They no longer make the User Guide specific to a model of iPhone, it is based on iOS versions and shows differences in the operating system and identifies changes to specific models, such as the difference between Touch ID devices and Face ID. Your best place to access it is either through a browser, which you can do on a Windows computer, or use the iBooks link to view on your iPhone/iPad.
